• Project Manager - Community Services
  As part of its overall response to the protection issues related to the ongoing displacement in the North of Sri Lanka and the return of IDPs in the East, DRC is seeking a Project Manager to manage a new Community Protection project funded by the European Commission. The project covers six districts of north-east Sri Lanka and aims to strengthen community protection mechanisms through the establishment of community and peer groups, psycho-social counselling and support, community training and awareness raising, protection monitoring and advocacy. DRC protection activities are carried out in tandem with emergency and rehabilitation programs and other protection projects. RESPONSIBILITIES • Overall supervision, coordination, monitoring and reporting of the EC-funded Community Protection project. • Support and supervision of national protection field officers attached to the project. • Support and monitoring of local project partners • Support to international protection staff based in the districts to strengthen community protection mechanisms and to integrate the project into DRC’s overall protection program • Ensure community ownership and participation in the project and other DRC protection activities • Liaison and coordination with UN agencies, donor representatives, international and local NGOs • Liaison and close coordination with government authorities and, if required, non-state actors • Act as protection focal point for Vavuniya district • Assisting in developing new programme initiatives relating to community support and protection, as and when required CONDITIONS Duty station: The Project Manager will be based in Vavuniya, Northern Sri Lanka, with regular travel to Trincomalee and other project districts. This is a ‘non-family duty station’ and the person must be prepared to live and work in an isolated and unstable security environment with limited recreational and social facilities. Modest accommodation is provided. • Project Manager - Protection
  Danish Refugee Council (DRC) is looking for an experienced project manager to supervise, coordinate and monitor some of our activities in Sri Lanka. BACKGROUND As a response to the current and anticipated mass displacement in the North of Sri Lanka, DRC is seeking to build on its existing protection presence and responsiveness. Our district protection teams in Sri Lanka monitor and document protection concerns faced by IDPs and returnees and design appropriate interventions in coordination with UNHCR and other key actors; as well as facilitating training and awareness raising programs for communities, NGOs and government on a range of protection-related issues. Our protection activities are carried out in tandem with emergency and rehabilitation programs. RESPONSIBILITIES • Supervision, coordination and close monitoring of all DRC protection activities in area of responsibility • Liaison and close coordination with UN agencies, donor representatives, international and local NGOs • Liaison and close coordination with government authorities and non-state actors • Support to and supervision of national staff • Documentation of monitoring visits and protection cases and preparation of monthly reports • Management of office administration and logistics • Management and monitoring of project expenditures • Monitoring of security environment and implementation of appropriate security procedures • Assisting in developing new programme initiatives relating to protection and emergency response, as and when required • Carrying out appropriate district-level advocacy activities CONDITIONS Duty station: Northern Sri Lanka. This is a ‘non-family duty station’ and chosen candidate must be prepared to live and work in an isolated and unstable security environment with limited recreational and social facilities. Modest accommodation is provided. Commencement: 1 September 2008 (or as soon as a visa can be obtained) Contract: Until end of 2008, with possibility of renewal. Position is subject to funding.
